Is possible upgrade StarOS CPE Edition on Router V2 or V3? If yes, what in a way?

The CPE edition cannot be upgraded. The flash must be recopied external to the system, or replaced.

I see what you want. Yes, but it is not automated. You'll have to advise us of the upgrade with the same MAC as the CPE license and we will credit the cost of the CPE license.

I have 12 licenc's CPE , for which I would like upgrade on Router V2. What should be next progress? Do you want send MAC/Key on verification?

No, you must peform the upgrade then advise me by email and I will remove the CPE license charge which gives you a credit for its purchase. When you have the upgrade completed I will check that you used the same MAC.
