Could someone explain the way that "transmit rate" is implemented in V3? For example, if my AP is set to 24, does this prohibit clients from associating at a rate higher than 24? Does it prohibit any rate other than 24 Mbps regardless of signal strength?

If your AP is set to 24Mbps, everybody will still be able to associate, and talk to the AP at any rate, however the AP will only transmit at 24Mbps to all the clients regardless of signal levels.

We have been taught to lock down the CPE side to 11 M with V2 on the WRAPS.
This is a New ball game?
If you have an AP set to b/g "Mixed" what do you set the fixed CPE customers to ???
I would suspect it might be better to set the max rate to 24 or 36 instead of whatever it maxes out at. It would make for a more stable system overall.

I am talking about the correct setting for AP's serving Hot Spot as well as fixed customers.

Set all B clients to 11M and you can set the B/G at auto since Atheros is pretty good at rate shifting. It will give the best use if you can set the rate to 1 or 2 steps less than it achieves as a maximum in auto.

When the APs transmit rate is shifted up or down, does the power of the transmit also change?

Yes of course. That is why they are spec'ed with various powers at various rates. The faster the rate the lower the power.
