My question about LMR-195/400 length and signal loss:

9 or 12 db omni <--- 25 feet of LMR-400 ---> Lightning arrestor <--- 75 feet of LMR-195 ---> Pigtail <----> StarOS box with Lucent silver card as AP.

Will this cable way cause greater signal loss? If I use LMR-400 all the way then the signal loss would be 6 db or so per 100 feet, right? I don't want to put amp in.

LMR-400 has an attenuation factor of 6.8 dB/100 feet.

LMR-200 has an attenuation factor of 16.9 dB/100 feet. I assume LMR-200 is similar to LMR-195.

So, the LMR-400 has a loss of 1.7 dB and the LMR-200 has a loss of 12.6 dB. Add 4 dB for the connectors and lightning arrestor and you have a total loss of 18.3 dB.

The output of the radio is approximately 13 dB. So, I don't think you have any signal making it to the antenna.

Ditch the LMR-400 and LMR-195 and go with LMR-600 all the way.

You need more signal and that means bigger cable, or shorter cable, so the other way is to get your unit mounted up the tower.
