Just realized I have one StarOS Server that I have not upgraded OS since v1.06.7-2707. What is my proper upgrade path to current version? Use FTP method from v1.06.7 to v? and then starutil method from v? to current?

All our systems can be upgraded from any version, to the latest using which ever method is supported.. Since you are using 1.06.7, that was our first version that no longer has FTP, so you can use the starutil upgrade utility to upgrade it to the latest version.
If by chance you are using a pre-release that does not have the starutil server yet, simply upgrade it via FTP.
